He went to Sainte-Agathe-des-Monts, Que., a year later on a temporary visa, and was soon joined by his followers. In 2004, he won refugee status in Canada on the grounds he would face persecution in Israel for his anti-Zionist views. Lev Tahor members oppose the state of Israel and believe Jews should live in exile until the Messiah comes.
The group was under close scrutiny from youth protection officials in Quebec, who say the children have been suffering from squalid conditions, bad hygiene, inadequate housing and below-par schooling. That investigation revealed children had poor dental health and skin problems, and they weren’t bathing properly. There have been concerns about forced marriages and teen pregnancies.
Veronique Hivon, Quebec’s minister responsible for youth protection, issued a brief statement Tuesday calling on some members of the group to return to the province with their children.
“The director of youth protection requests that the children who were supposed to be present for the youth court hearing be returned to Quebec.”
Myer Rosner, another Lev Tahor director, wouldn’t say if the group planned to honour that request.
“I don’t know what’s going to happen with that,” he said. “I’m not sure about that.”
He also said Lev Tahor’s exit from Quebec was timed to avoid having to appear in court, but added the group had been planning a move for months.
“We were afraid that if we were going to stay a few more days, then all the people will be in the court, and we want to avoid that,” said Rosner.
Chatham-Kent police also issued a news release Tuesday stating they’re aware members of “an ultra-Orthodox Jewish sect from Quebec” are in town.
“An initial assessment of the children’s well-being has been conducted with the assistance of the Chatham-Kent Integrated Children’s Services and at this time there are no concerns,” Const. Renee Cowell said in the release. “The Chatham-Kent Police Service will continue to work with various agencies and monitor the situation.”
Windsor police, the Windsor-Essex Children’s Aid Society and the Laurentian youth centre in Quebec didn’t return phone calls this week.
Members of the group were taking some children to meet youth protection workers Tuesday in Chatham.
“They are just trying to get information,” said Rosner. “There’s all kinds of rumours of abuse and things like that, so they want to find out the truth. I’m confident.”
Lev Tahor leaders, all men, have repeatedly denied claims that women and children are abused in the sect.
“I believe you can see some kids outside looking to be quite happy, and smiling and friendly,” said Rosner. “The kids are very well taken care of.”
The youth protection probe in Quebec also found the children weren’t being schooled according to any Canadian curriculum.
It was different views on education that initially prompted the group to consider leaving Quebec, said Rosner, not child abuse accusations. But it’s not only teaching about science, evolution and homosexuality that Lev Tahor doesn’t like.
One concern of Quebec officials was that the children are homeschooled, and girls don’t receive the same education as boys. Their investigation found the children only speak Yiddish and Hebrew, and there was no proper teaching for math or language.
Rosner didn’t deny that Tuesday. Group leaders say Quebec’s education system requiring that children receive “equivalent” education doesn’t fit with their beliefs. Under Lev Tahor teachings, said Rosner, boys and girls do learn different things.
“The girls, we teach them a lot how to cook and how to do sewing,” he said. “That’s something they don’t teach today in the public schools. This was something that years ago was the main thing of a woman, to do sewing.”
Critics say the group treats women as second class citizens with only the barest of education, and men can hit their wives for disobeying teachings. The group is often referred to as the Jewish Taliban because women are covered head-to-toe in burqa-like robes.
“You see all these things the women are wearing?” Rosner asked, pointing to some nearby women covered in black clothing. “They sew it themselves. That’s something that belongs to girls, not to boys. It’s more a woman thing. It belongs to woman, sewing. And cooking belongs to woman.”
